Supplies Needed:
Most of these supplies can be purchased at you local craft and stamp stores  

            Wooden Tray and Feet
            Fine sand paper 
            Stencils in simple shapes  
            All Purpose Acrylic Sealer
            Acrylic Paint Off-White & Mauve
            Sponge Brush
            Elmer's Glue-all
            Water based semi-gloss varnish
            Stencil Brush
            Tissue Decoupage Papers Vintage
           

1) Start by preparing your surface.  Lightly sand tray and feet with fine sand paper.  Seal with a all-purpose acrylic sealer, let dry.  Lightly sand again. 

2) Paint with off-white acrylic paint, let dry.  Stencil Stripes in middle of tray and polka dots on sides both in Mauve.

3) Cut out your decoupage paper designs. Use a small pair of embroidery scissors.  Pre-arrange your designs on your surface. (Once you decoupage your design it cannot be removed.)

4) Remove white paper backing from cutout. Slightly water down your Elmer's glue-all.  Apply thin coat of glue to the back of your cutout, let set for 5 seconds until the paper uncurls.

5) Apply paper to your surface. With your fingers gently press from center toward ends working out any wrinkles. Make sure your ends are sealed to surface. You can use a stencil brush to seal the ends. Clear up any excess glue with damp cloth. Let dry for 1/2 hour.

6) Thin down your Elmer's glue all to the consistency of cream.  Using a single stroke, apply two coats to surface with a soft brush, letting coats dry for 1 hour in between.  Let cure for 48 hours.

7) Apply two coats of water based semi-gloss varnish with a soft brush. I like Minwax semi-gloss water based varnish. Let dry.  Attach hardware.

Tips & Hints:

Don't apply varnish with a roller or sponge, it forms air bubbles.  Don't apply paint with a brush it can leave strokes.  Make sure your paints and sealers are dry, if it is cold to the touch it is not dry.  You can speed up the drying process by using a hair dryer on low heat about 6 inches from project.
